為什么環(huán)保難做？因為只有經(jīng)濟增速放緩才能達到環(huán)保的目標，而富人是不會同意的，人總是要過的越來越好不能倒退，窮人更不會同意，因為只有經(jīng)濟不斷發(fā)展，窮人的生活才有可能改善。房租都交不起了，誰在乎冰蓋融化！
